This tutorial was translated with PSPX3 but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

1. Open a new transparent image 900 x 650 pixels.
2. Set your foreground color to #fcf5e5,
and your background color to #bb4135.

Flood fill
the transparent image with your foreground color #fcf5e5.
3. Ouvrir l'image Flowerbirds - Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
4. Adjust>Blur>Gaussian Blur - radius 25.

5. Effects>Image Effects>Seamless Tiling, default settings.

6. Effects>Art Media Effects>Brush Strokes, color #fbd388.

7. Edit>Paste as new layer (the image Flowerbirds is still in memory).
8. Effects>Image Effects>Offset.

9. Activate the Gomme tool 
and erase the bord of the image.

10. Open the tube calguismistedparis06032016 - Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Image>Resize, to 80%, resize all layers not checked.
Change the blend mode of this layer to Darker, opacity 80%.
Move
the tube to the left side, see my example.
11. Open the tube FB0371 - Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Image>Resize, to 80%, resize all layer not checked.
Move
the tube to the bottom right, see my example.
12. Effects>3D Effects>Drop Shadow, color black.

13. Layers>New Raster Layer.
Flood Fill
with your background color #bb4135.
14. Selections>Select All.
Selections>Modify>Contract - 2 pixels.
Press CANC on the keyboard 
Selections>Select None.
15. Layers>Merge>Merge visible.
16. Effects>Plugins>AAA Frames - Foto Frame.

17. Image>Resize, to 90%, resize all layers not checked.
18. Again open the image Flowerbirds - Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Image>Mirror.
Effects>Image Effects>Offset.

Layers>Arrange>Send to bottom.

19. Layers>Duplicate.
Image>Mirror.
20. Layers>New Raster layer.
Layers>Arrange>Send to bottom.
Flood Fill
with your foreground color #fcf5e5.
21. Activate the top layer.
Open wordartcreamag10 - Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move
the text to the bottom left.
22. Layers>Merge>Merge All.
23. Image>Add borders, 2 pixels, symmetric, color #bb4135.
Image>Add borders, 10 pixels, symmetric, color #798372.
Image>Add borders, 30 pixels, symmetric, color #fcf5e5.
24. Activate the Magic Wand tool 
clic on the bord of 30 pixels to select it.
25. Effects>Plugins>Filters Unlimited 2.0 - Two Moon - Quilt, default settings.

Selections>Select None.
26. Image>Add borders, 2 pixels, symmetric, color #bb4135.
27. Sign your work and save as jpg.
