This tutorial was created with PSP X2 but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

You can change Blend Modes according to your colors.
1. Set your foreground color to #0c1839.
Open a new transparent image 850 x 650 pixels.
Flood Fill
the transparent image with your foreground color.
2. Effects>Plugins>Flaming Pear - Glitterato.

3. Open the tube lunafantasie047 and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move
the tube at the upper left.
4. Open the tube DBK NAV-VECT 001 and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
5. Adjust>Blur>Radial Blur.

6. Effects>Distortion Effects>Wave

Edit>Repeat Wave.
7. Change the Blend Mode of this layer to Luminance (legacy).

8. Edit>Paste as new layer (the tube DBK NAV-VECT 001 is still in memory).
Image>Resize - 3 times to 80%, resize all layers not checked.
Move
the tube at the bottom left.
9. Open the tube calguiscreche27112011 and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move
the tube at the upper right.
10. Change the Blend Mode of this layer to Screen.

11. Layers>Merge>Merge All.
12. Image>Add borders, 2 pixels, symmetric, color white #ffffff.
Image>Add borders, 50 pixels, symmetric, foreground color #0c1839.
13. Activate your Magic Wand Tool 
and click on the 50 pixels' border to select it.
14. Effects>Plugins>Filters Unlimited 2.0 - Alf's Border FX - Border Fade II.

Selections>Select None.
15. Sign your work and save as jpg.
