Thanks Emilieta for your invite to translate your tutorials into english.
This tutorial has been translated with PSPX7, but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

You can change Blend Modes according to your colors.
Copy the selections in the Selections Folder.
Copy the Gradient in the Gradients Folder.
1. Open a new transparent image 1000 x 700 pixels.
Set your foreground color to white,
and your background color to #1e22b8.
Set your Foreground color to Gradient and select the Gradient , style Linear.
if you are using other colors, also the gradient will change colors
Flood Fill  the transparent image with your Gradient.
2. Effects>Reflection Effects>Rotating Mirror.
3. Image>Resize, to 50%, resize all layers not checked.
4. Effects>Image Effects>Offset.
5. Layers>Duplicate.
Image>Flip.
Layers>Merge>Merge visible.
6. Change the Gradient settings (angle 0).
Layers>New Raster Layer.
Flood Fill the layer with your Gradient.
Layers>Arrange>Send to Bottom.
7. Layers>Merge>Merge visible.
Effects>Edge Effects>Enhance.
8. Effects>Plugins>Simple - Blintz.
Image>Mirror.
Effects>Reflection Effects>Rotating Mirror, same settings.
9. Layers>New Raster Layer.
Selections>Load/Save Selection>Load Selection from Disk.
Look for and load the selection p-20.
Flood Fill the selection with your background color.
10. Effects>Plugins>Alien Skin Eye Candy 5 Impact - Glass
Select the preset Clear with these settings.
 
Selections>Select None.
11. Effects>3D Effects>Drop Shadow.
Repeat Drop Shadow, vertical and horizontal -1.
12. Open the tube "pincel" and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move  the tube to the left side, under the shape.
13. Effects>3D Effects>Drop Shadow.
14. Activate the layer of the shape.
Layers>Duplicate.
Image>Resize, to 50%, resize all layers not checked.
Place rightly the shape under the brush.
15. Close the layer Merged.
Layers>Merge>Merge visibles.
16. Layers>Duplicate.
Image>Mirror.
Layers>Merge>Merge Down.
17. And now you'll have two layers Merged
Open the bottom layer
18. Keep the top layer selected.
Layers>Duplicate.
Effects>Image Effects>Seamless Tiling, default settings.
19. Effects>Plugins>FM Tile Tools - Saturation Emboss.
20. Layers>New Raster Layer.
Selections>Load/Save Selection>Load Selection from Disk.
Look for and load the selection p-20-2.
Open the tube of the landscape and go to Edit>Copy.
Go back to your work and go to Edit>Paste into Selection.
Adjust>Sharpness>Sharpen.
21. Effects>Plugins>FM Tile Tools - Saturation Emboss, same settings.
22. Effets>Plugins>Alien Skin Eye Candy 5 Impact - Glass, same settings.
Selections>Select None.
23. Effects>3D Effects>Drop Shadow.
Repeat Drop Shadow, vertical and horizontal -1.
24. Layers>Merge>Merge visible.
Image>Resize, to 85%, resize all layers checked.
25. Open the woman tube and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Image>Resize, to 60%, resize all layers not checked.
Image>Mirror.
Adjust>Sharpness>Sharpen - 2 times.
Move the tube to the right side.
26. Effects>3D Effects>Drop Shadow.
27. Layers>New Raster Layer.
Flood Fill with your background color #1e22b8.
Selections>Select All.
Selections>Modify>Contract - 2 pixels.
Press CANC on the keyboard 
Selections>Select None.
28. Layers>Merge>Merge All.
29. Image>Add borders, symmetric not checked, color white.
30. Change again the settings of your Gradient, angle 0, repeats 30
Activate your Magic Wand Tool 
and click on the white borders to select them.
Flood Fill the selections with your gradient.
Effects>Edge Effects>Enhance - 2 times.
Selections>Select None.
31. Image>Add borders, symmetric not checked, color white.
Select the borders with your Magic Wand Tools
Changer les réglages du dégradé, angle 90, repeats 40
Flood Fill the selections with your gradient.
Effects>Edge Effects>Enhance - 2 fois.
Selections>Select None.
32. Image>Add borders, 2 pixels, symmetric, background color.
Image>Add borders, 45 pixels, symmetric, color #ffffff.
33. Open the tube pincel-2 and go to Edit>Copy.
go back to your work and go to Edit>Paste as new layer.
34. Open pincel Colibrix (that has his drop shadow) and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Place rightly the brush.
If your want to write your text:
Font Inspiration (in the materiel), size 48, stroke 2.
Drop Shadow, background color.
35. Sign your work on a new layer.
Layers>Merge>Merge visible.
36. Effects>Plugins>AAA Frames - Foto Frame.
37. Image>Add borders, 2 pixels, symmetric, background color.
Save as jpg.
